[Officers] Officers mailing list not sending messages?

I sometimes get “needs approval” notices and sometimes don’t.  I also noticed that things sometimes show up hours after they were sent, sometimes 24 hours later, without a “needs approval” notice.

I am receiving the messages (cause I’m listed as an admin) but then I also am receiving notices of, “message needs approval”. I will work with Geoffrey on this issue. However, I'm also having connectivity issues at home today (sending this from my phone).
