[Officers] Event proposals

I think there's a history of some heartburn about "closed" officer
meetings, thus the business meeting before FCS once a month - which is
open to the general populous.  Seems more recently it used to be that
the officer's meeting was advertised to be at 6:30 or 7:00, and
general monthly business meeting was at 7:30.  Or event bids could be
sent to the officers a couple of days in advance of the meeting for
review.

I really wouldn't want to go to a separate officer's meeting on some
other day/evening.  I guess it may depend on the nature of a sensitive
subject, and there isn't anything to suggest that the greater officers
can't call a special meeting if something came up that really should
be discussed more privately.
