[Wyewood] An Tir Steps Announce has returned

More information from the Web Minister in a meeting this weekend:  They are
in the process of confirming with branches, peerage order secretaries, and
various officers who are related to all of the old Kingdom email lists to
see if they want these reinstated.  If so, an email will be sent to everyone
who was previously subscribed to that list asking the recipient if they want
to opt in to future messages.  If the person says no, doesn't reply, or the
email bounces, then the Web Team will remove that email from the list.  New
people (or those with new email addresses) can subscribe at any time.  

All of the lists will be set up as announcement only in the beginning to
keep these focused on disseminating information, and not getting
side-tracked with unrelated discussions.  After a few months, if those on
the branch or other list want to switch to a discussion format, they can
discuss that with the Web Minister.  The goal is to provide a source of
information that is faster than the Crier,  and not as quickly buried as can
happen on Facebook and for people who are not on Facebook.
