The verbage sorta implies the current Champion cannot succeed themselves. But therein lays the problem, it sorta implies, but does not specifically prohibit. Those of us that sat in on the original drafting of the Customary recall that this issue was supposed to have been addressed in the final copy. Not sure how this part was omitted.
I seem to recall that we also looked at Crown level Champions, and how they do not succeed themselves, as inspiration for our policy on Champions succession.
FYI. We used to have it even more restrictive. Those that have been around awhile may recall when Sebastian and I started the WHACT (Wyewood Heavy Armored Combat Tournament) back when still a Shire and had Royal Patrons. We had then also restricted competing to a holder of a piece of the Wye. The idea was to keep the Champion to someone that participated locally with Wyewood. We didn't want Champions that won and then did not see them until next years tournament. But that was abandoned to allow more people to compete.
We occasionally have a good number of entrants, but then all the sudden sometimes no one shows up the next year.
I sometimes wonder if being just a day event, instead of a camping event, affects turnouts sometimes?
We also seem to have settled in on typically having our Champions Tourney the same weekend as Seafair. Terrible weekend, in my opinion, to travel for a day event. Didn't we once upon a time have Champions in April or May?

At the time of the writing of the customary, this subject was brought up.
Many of us did not want champions to "defend" their championship because we
did not want someone having the opportunity to camp out and monopolize a
particular championship as had been seen in other Baronies. I have not
changed my opinion.
Also, it is suggested that they cannot repeat by the wording:
8.3.1.d) Assisting in coordinating a tournament to choose their successor.
8.3.1.e) Attending both the tournament to choose their successor and the
successor's investiture.
We haven't been at this as a Barony very long. It's not a surprise that we
don't have a lot of competitors in some fields. Give it a little more time.
Perhaps sweeten the pot a bit by comp'ing each champion's site fee for Feast
and the next Champion's event.
