[Officers] last night's minutes _ Alessandra's edits

Please note the changes I have made. I have added the clarification I feel we
agreed to last night on how/when to post the minutes.
 
Let me know if you all agree to these changes and Vashti can make the
corrections and submit the minutes to the Barony via the baronial email list.
