[Officers] Event proposals

While I know it's been nice having officer meetings on the same night as 
FCS, it's been brought up to me by more than one person that presenting 
an event bid to open open group, especially one that is know to need 
fleshing out and tweeking, can be a very intimidating process.

Is there anyway we can go back to having only the officers hear an event 
proposal first to make it easier on potential event stewards?

Also, sometimes it would be good to have a meeting with just the 
officers to be able to discuss sensitive topics, though this forum could 
be used for that as well.

What does everyone think?
